The lack of visible fuzing on these mortar bombs, as well as the relatively clean flash holes on the tail fin unit, suggest that they were most likely not previously fired and recovered from destroyed weapon systems, or illicit ammunition stockpiles. The uniform and consistent construction of these mortar bombs, as well as the use of metal alloys for the tail fin units, are indicative that these are not improvised in nature. The band around the thickest section of these mortar bombs are commonly called obturation rings (or bands). They're bands of plastic that allow air to slip past the mortar bomb as they're dropped down the launch tube, but flare outwards and trap propellant gases upon firing, maximising efficiency.
