A common occurrence during armed conflict in built-up areas (E.g. Cities, towns) is the mixing of ammunition and unexploded ordnance within building rubble. These conditions can arise from ordnance striking targets at incorrect angles that prevent the fuzes from functioning, as well as ammunition stockpiles being destroyed (and buried) during firefights. Another common occurrence is the shifting of ordnance by the local populace as they return to these destroyed areas to inspect their homes and reclaim their belongings, prior to any first responder intervention. This is especially so when the extent & severity of destruction is so widespread that it has surpassed the first responder capacity, as is often the case. The movement of these ammunition items are often attributed to either discovery during rubble removal operations with heavy machinery, or shifting by the local populace in order to resume their normal routine as quickly as possible. The handling of unexploded ordnance by untrained personnel is often the cause of injuries & fatalities, even after the cessation of hostilities.
